Summary.

In late 2017, the Commissionerate of School Education (CSE), Government of Andhra Pradesh approached The Tata Trusts (henceforth Tata Trusts) to support the Department in preparing an operational plan to undertake a state-wide school reform programme titled "Badi Parivartana (BP)". In the past three years, CSE and its line Departments have driven various initiatives aimed at improving school and student outcomes. In addition, the Department has also been working with key partners in different areas of education. It is now the intention of the Department to bring all efforts together under one reform thrust, Badi Parivartana, which will amplify impact on the ground. For this purpose, The Tata Trusts have been approached to streamline, enable and facilitate the transformation plan by being its lead partner.

To define the scope of engagement, Tata Trusts supported a series of consultations with key members of the Programme Monitoring Unit (PMU) of the CSE. The consultations helped Tata Trusts map the education landscape of the State, identify key stakeholders, and arrive at various 'levers for change' that would help bring about school transformation. The outputs of the consultation are as follows: -

Badi Parivartana vision and mission

The Badi Parivartana programme's vision is to build children into Happy, Fulfilled, Resilient, and Responsible students who are future ready. The program mission is that 'All children complete K-12 education and gain age appropriate scholastic and co-scholastic skills'. The two anchor points of this mission statement are, a) achieving equity (hence, 'all' students) and, b) holistic development, which is captured by featuring co-scholastic skills in the mission statement.

Badi Parivartana Goals

To further the vision of Badi Parivartana, five goals have been envisaged for the purpose of bringing focus to the programme. These seek to create global benchmarks of quality, while achieving equity and inclusion, through strengthened institutions of school education enabled by the proactive involvement of parents, community and good governance. These also emphasise child wellbeing, 21st century skills, and tech-enabled learning. The goals are aligned 5 with the theory of change, the identified change levers and therefore the activities subsequently featured in the report.

Scope of Interventions in Badi Parivartana

A Child Focussed Education Programme
Badi Parivartana is an ambitious programme of the Department of School Education, Government of Andhra Pradesh (GoAP). The State sets out a transformational plan that is essential to leap forward, while consolidating, optimizing and scaling up present efforts. Badi Parivartana intends to make school education 'Child-Centric' with a goal of creating an ecosystem that ensures 'Happy, fulfilled, resilient and responsible students, who are future ready'. It is a model of institutional transformation in sync with Sustainable Development Goals 4, 5, and 1615. Key aspects of the programme are:

❖ Shift from a system focus to a child-centric approach, where the child's development, protection, and participation in society is at the core of all work
❖ Activities carried out are outcome-focused, and
❖ Interventions adopt a lifecycle approach rather than project orientation.

Badi Parivartana builds on the State's previous successes in education, existing programmes and schemes, both national and state, and research studies such as the PEMANDU and Vision 2029. Badi Parivartana's design is integrative, where all stakeholders work together rather than in silos, and also transformative for individuals, systems and organisations in order to achieve the vision of the Department..
